To belong to the WorkSource Pierce workforce service delivery system, you must undergo a rigorous certification process as established by the Pierce County Workforce Development Council (WDC), in partnership with the Chief Local Elected Officials. In 2017, the WDC updated the certification process to incorporate standards based on the Malcolm Baldridge National Quality Award criteria. The new standards reflect a commitment to superior performance, continuous improvement and highly satisfied customers.
Any agency or organization that serves unemployed, underemployed and emerging job seekers is encouraged to pursue certification. Doing so allows you to affiliate with the WorkSource Pierce brand, giving you marketing advantages and demonstrating your commitment to excellence.
You can choose from any of three levels of certification:
- Full service job centers: Co-located facilities where comprehensive job seeker (WIOA) services are offered.
- Partner affiliate sites: Spaces where basic career services are offered, at a minimum.
- Connection satellite sites: Spaces where technology is available for job seekers to access online workforce development system resources.
How the certification process works.
Begin the certification process by completing an application and submitting it for review. Applications received by each quarterly submission deadline (outlined below) will be reviewed in the following quarter. The review process includes an evaluation of the application, site visits and a notice of certification should certification be achieved.
Site visits are an important part of the certification process because it allows our review team to understand your program offerings. Following the site visit, your certification will either be approved or we will send you a Technical Assistance Report outlining the steps you need to take before resubmitting an application for certification.
If your application is received but not selected for a site visit, you will receive a Technical Assistance Report outlining the steps you can take to resubmit your application. There is no limit to the number of times you may submit an application.

*Applications are accepted at any time and reviewed in the quarter following the next submission deadline. The deadline indicates the final day within a quarter that an application may be submitted in time for review during the following quarter.
